Pandemic Electronic Benefit Transfer (P-EBT), will help families cover the cost of breakfasts and lunches their children would have been eligible to receive for free or at reduced price through the National School Lunch Program. the P-EBT program was re-authorized last year to cover the entire 2020-21 school year. P-EBT Frequently Asked Questions

Pennsylvania’s EBT Vendor’s system automatically removes benefits from cards after 180 days of inactivity. This means that Stage 1 benefits for the 2020-2021 school year have begun being removed from cards. DHS will be reissuing these benefits automatically at the end of November or early in December back onto the cards. Parents do NOT need to report this issue to have the benefits reloaded onto their cards. DHS will complete the same process for any Stage 2, Stage 3, or Summer P-EBT benefits that are removed from cards when they have reached 180 days of non-use.

P-EBT Processing Issue


September 12, 2022 - Due to a card processing issue, many new and existing P-EBT households did not receive the summer benefit issued on August 25. We have escalated this issue with our state vendor to expedite the release of benefits. For some households, this will require that a new P-EBT card be issued to the address provided by the eligible student's school district. We expect that all cards will be received no later than September 30, 2022.

If you recently received a P-EBT card that is not working, a replacement card is already on the way. You do not need to take any action at this time to report your invalid card. Please do not contact the P-EBT Call Center or submit an Inquiry Form to order another card, as this may further delay the processing of your benefits. If you have not received a new card or benefits by September 30, please contact the P-EBT Call Center at 1-866-513-1414.

Please be assured that we are actively working with our state partners to distribute benefits as quickly as possible. Our vendor will continue processing summer P-EBT benefits on a daily basis until all eligible households have received them. We sincerely apologize for the inconvenience and thank you for your continued patience as we work to resolve this matter.

Please note that this processing issue impacts the P-EBT program only and does not affect the release of benefits for participating Supplemental Nutrition Assistance Program (SNAP) households.


Benefits for SNAP Households with Children Under Age Six


August 24, 2022 - The U.S. Department of Agriculture has authorized the Virginia Department of Social Services to provide Summer P-EBT to children under six. SNAP-recipient children who were under the age six and not enrolled in school at the start of school year 2021-2022 are eligible to receive a one-time summer benefit of $391 on September 23, 2022. This includes SNAP-recipient children who may have reached their sixth birthday prior to the end of the school year, but did not enroll in school or receive school-aged P-EBT benefits.

The Pandemic Electronic Benefit Transfer (P-EBT) program is a federal program created in the spring of 2020 to supplement school meals that students missed while schools were closed or placed on part-time attendance schedules due to COVID-19. To be eligible for P-EBT benefits, students must qualify for free or reduced-price school meals under the National School Lunch Program and meet certain conditions as defined by the United States Department of Agriculture (USDA).

Households that do not meet eligibility requirements for the P-EBT program are encouraged to call 2-1-1 Virginia or visit the 211 website for information on local resources available in their area.
