This communication is to encourage program operators to prepare for School Year 2021–22 Pandemic Electronic Benefit Transfer (P-EBT), known as P-EBT 3.0, and Summer 2022 P-EBT.


This communication is to encourage program operators to prepare for School Year 2021–22 Pandemic Electronic Benefit Transfer (P-EBT), known as P-EBT 3.0, and Summer 2022 P-EBT. For P-EBT 3.0 and Summer 2022 P-EBT, the California Department of Education (CDE) relies on local information input into the California Longitudinal Pupil Achievement Data System (CALPADS) to determine eligibility and issue benefits to students. No separate P-EBT application is required.

Additional information about P-EBT 3.0 and Summer 2022 P-EBT eligibility requirements will be shared upon plan approval from the U.S. Department of Agriculture (USDA).

P-EBT 3.0

California submitted a P-EBT 3.0 plan to the USDA for approval. In anticipation of approval, the CDE is reminding program operators to update the following CALPADS information:

  • Ensure student enrollment and eligibility information are up to date in CALPADS, including:
    • Student enrollments and exits, especially enrollments in provision schools
    • Free and reduced-price meal program records
    • Migrant, homeless, and foster records
  • Ensure student mailing addresses are up to date in CALPADS: P-EBT 3.0 and Summer 2022 P-EBT benefit cards will be mailed to address in CALPADS.

Summer 2022 P-EBT

When approved by the USDA, Summer 2022 P-EBT will be available to students that were enrolled as of May 2022, and free or reduced-price eligible, directly certified, or attended a Community Eligibility Provision or other Provision school.

In addition, students not enrolled as of May 2022 (such as new transfer students) may be eligible for Summer 2022 P-EBT. [Note: The previous sentence was updated on August 3, 2022 to replace kindergarten with new transfer based on USDA guidance. Kindergarten students may be eligible for Summer 2022 P-EBT based on Cal Fresh enrollment only.] Students can be determined eligible through the summer months if they qualify as free or reduced price through meal application, alternate income form, or direct certification. Students newly eligible with a CALPADS eligibility start date on or before August 15, 2022, will receive Summer 2022 P-EBT. Therefore, the CDE encourages program operators to make opportunities for Summer 2022 P-EBT available to students during the summer months.

The following are options for making this opportunity available:

  • Schedule office hours for families to drop off meal application or alternative income information form
  • Have parents submit an online meal application
  • Create secure drop boxes for families to place their meal application
  • Include the meal application or information on how to apply in new student orientation packets
  • Include the meal application or information on how to apply in your summer grab and go meals

In addition, program operators may communicate with households about applying for free and reduced-price meals, which may include the following:

  • Post information on websites
  • Provide posters and flyers
  • Include information in your early back to school letter
  • Send out a summer Robo-call
  • Use social media

The USDA Food and Nutrition Service approved the continuation of the Pandemic Electronic Benefit Transfer (P-EBT) program for Summer 2022. The Tennessee Department of Human Services (TDHS) will distribute a one-time lump sum payment of $391 to all students who were eligible for P-EBT benefits during the 2021-22 school year and through July 31, 2022. Parents will be able see their Summer P-EBT benefit reflected on the P-EBT Parent Portal (https://onedhs.tn.gov/parent) on or around September 29, 2022.  

 Summer 2022 P-EBT Program

Short for Pandemic Electronic Benefit Transfer, P-EBT is a federally funded COVID-19 relief program made possible through the Families First Coronavirus Response Act and the American Rescue Plan Act of 2021. Using P-EBT cards, the program provides nutritional assistance to National School Lunch Program participants and qualifying families to replace school meals missed due to COVID-19 related events.

Summer P-EBT is an extension of the P-EBT program for school aged children and children under 6 in a SNAP participating household as of July 31, 2022.

Summer 2022 P-EBT Benefits is Available to:

Any student who received free or reduced-price meals in the 21-22 school year through one of the following is eligible for Summer 2022 P-EBT benefits:

  • National School Lunch Program, income application or direct certification,
  • Enrollment in a Community Eligibility Provision school, or
  • Enrollment in a school operating under Provision 2 or 3.

School-aged children determined eligible by July 31, 2022 will be issued Summer 2022 P-EBT benefits.

Summer 2022 P-EBT benefits will also be issued to children under 6 that live in a household that received SNAP food assistance benefits as of July 31, 2022.

Each school/school district provided TDHS with information on students who are eligible to receive Summer benefits. If you are unsure if your child qualifies for Summer 2022 P-EBT Benefits based on the criteria above, please contact the P-EBT help line at (833) 419-3210.

The Tennessee Department of Human Services will distribute Summer 2022 P-EBT benefits on current P-EBT cards for eligible school-aged children on or around September 29th, 2022. Funds will load onto your current P-EBT card(s). If you have discarded your card and need to request a new one, please visit www.connectebt.com to request a new P-EBT card or call 1 (888) 997-9444. You can also call the P-EBT assistance line at (833) 419-3210.

For children under 6 in a participating SNAP household, benefits will be issued on the existing SNAP EBT card.

TDHS will issue a one-time benefit of $391 per each eligible child.  You can check your P-EBT card balance on www.connectebt.com or by calling the number on the back of your P-EBT card.

Eligible children in child care under age 6 will receive Summer 2022 P-EBT benefits early September 2022. These benefits are being distributed starting September 10, 2022. DES will begin processing the school-aged children for their Summer P-EBT benefits starting October 31, 2022. Please see the schedule above.
