MELBOURNE — The city's popular Fourth of July parade won't take place next week.

As of Friday morning, no organizations had applied for a permit to conduct the annual Independence Day parade, said Cheryl Mall, city spokeswoman.

Melbourne's parade typically attracts hundreds of spectators. The patriotic procession stages on Melbourne Avenue, heads downtown along New Haven Avenue, turns north on Oak Street, and winds up at the Liberty Bell Memorial Museum.

Honor America, the nonprofit that operates the museum, traditionally hosts the parade. But the group fell into turmoil the past year amid a police investigation, and the museum remains shuttered, save for private tours.

Former West Melbourne Deputy Mayor John Tice, who previously served as Honor America's executive director, was arrested in March. Investigators said Tice diverted a contractor's $7,000 check for a museum roofing repair job and spent the money on personal purchases such as Miami Dolphins season tickets, football memorabilia, restaurants and debt payments. He has pleaded not guilty to three fraud-related felonies.

The Melbourne City Council voted last August to stop using taxpayer dollars to help fund four parades: Fourth of July ($2,500), Memorial Day ($2,000), Veterans Day ($2,000) and the Melbourne Light Parade ($7,000). Council members later decided to fund the Melbourne Light Parade for one more year.

Estimated cost of city services for the 2017 Independence Day parade was $2,533, records show. Cost breakdown was $1,311 for police patrols, $1,056 for traffic-engineering road closures, $121 for a parks and recreation driver and trailer for the band, and a $45 city clerk permit fee.

State officials suspended Honor America 's registration as a charitable organization last summer because a required financial statement had not been filed. The nonprofit was unable to organize Melbourne's Veterans Day parade last November, so American Legion Post 163 in Eau Gallie collected about $2,200 in donations to put on the event.

During a March special membership meeting, Honor America directors elected a new leadership team. Secretary Stephany Eley said accountants are still working to straighten out the group's disorganized financial records so the nonprofit can reapply to resume soliciting donations.

Last month, a rainy forecast scrubbed Melbourne's Memorial Day parade, which was organized by American Legion Post 81.
