Description: Licenses and regulates the automotive repair dealers and technicians who specialize in the inspection and repair of lamp, brake, and Smog Check industry in California. Offers consumers a toll-free phone line and website to help locate and verify the licensing statues of auto repair shops and smog check stations. Also, accepts consumer complaints, conducts investigations, disciplines registered auto repair establishments who fail to comply with the Automotive Repair Act, and takes action against unlicensed individuals. As well as, administers the Consumer Assistance Program to income-eligible individuals to help them repair or retire their vehicle if it does not pass a smog test. Also, administers the Auto Body Inspection Program which offers no cost inspections of collision related repairs to help ensure the safety of motorists an their vehicles.

The State of California Bureau of Automotive Repair can help repair your vehicle. Receive up to $1200.00 dollars in FREE smog diagnosis and repairs through the Consumer Assistance Program (CAP). The CAP Repair Assistance program is designed to help low-income consumers bring their vehicles into compliance with California emission standards.

Through the CAP program the State will pay the STAR Smog Check & Repair station of your choice up to $1200.00 for emissions related repairs performed on your vehicle.

Owners of model year 1996 or newer vehicles may receive up to $1,200 in emissions-related repairs.
Owners of model year 1976-1995 vehicles may receive up to $900 in emissions-related repairs.

Who Can Apply? The consumer assistance program is not available to residents new the California registering their vehicle for the first time. The consumer assistance program is also not available if your vehicle registration has expired past 365 days or if your in the process of buying or selling the vehicle. CAP is only available to income eligible applicants.

CA Vehicle Retirement - The Bureau of Automotive Repair's (BAR) Consumer Assistance Program (CAP) is again offering a voluntary Vehicle Retirement Program. This program buys high-polluting vehicles from motorists.
