Receive up to $1200.00 dollars in FREE smog diagnosis and repairs through the Consumer Assistance Program (CAP). The CAP Repair Assistance program is designed to help low-income consumers bring their vehicles into compliance with California emission standards. Through the CAP program the State will pay the STAR Smog Check & Repair station of your choice up to $1200.00 for emissions related repairs performed on your vehicle.

Who Can Apply? The consumer assistance program is not available to residents new the California registering their vehicle for the first time. The consumer assistance program is also not available if your vehicle registration has expired past 365 days or if your in the process of buying or selling the vehicle. CAP is only available to income eligible applicants. CA Vehicle Retirement - The Bureau of Automotive Repair's (BAR) Consumer Assistance Program (CAP) is again offering a voluntary Vehicle Retirement Program. This program buys high-polluting vehicles from motorists. The program will offer $1000 or $1500 per vehicle as long as funds are available.
